New Legislation Affecting Licensure in Alaska
Three professions will require licensure in the state of Alaska as a result of 2014 legislation, and several changes affect licensing requirements of existing programs. The Division of Corporations, Business and Professional Licensing will publish on each program's web page the application form, fee, and regulatory information pertaining to each program as soon as available. Business Licenses: (HB32) Effective October 29, 2014, licensees may consolidate multiple lines of business under one business license. Disabled Veterans may also qualify for a discounted business license.

Behavior Analysts: (HB361) Effective September 16, 2014, licensure is required for practitioners who: have never practiced behavior analysis, as defined in AS 08.15.090, or who have practiced behavior analysis in the state but do not meet the following requirements: o practicing behavior analysis in this state for at least three of the five years immediately preceding the effective date of this Act, o is certified by the Behavior Analyst Certification Board, Inc., and o is practicing behavior analysis within the scope of that certification. Effective September 16, 2016, licensure is required for all practicing behavior analysis in this state.

Massage Therapists: (HB328) Effective November 9, 2014, the governor may appoint members to the Board of Massage Therapists. Those interested in submitting an application for consideration should contact Boards and Commissions at [email protected]. Effective July 1, 2015, licensure is required for practitioners who: have not practiced massage therapy, as defined in AS 08.61.100, or have practiced massage therapy in the state but are not currently o licensed to practice massage therapy in another state or country that has licensing requirements that are substantially equal to or greater than the requirements of this state; or o certified by a certification entity approved by the board. Effective July 1, 2017, licensure is required for all practicing massage therapy in the state.

Athletic Trainers: (HB160) Effective September 16, 2014, licensure is required for practitioners who: have never practiced athletic training, as defined in AS 08.07.090, or who have practiced athletic training in the state but do not meet the following requirements: o practicing athletic training in this state for at least three of the five years immediately preceding the effective date of this Act, o is certified by the Board of Certification, Inc., and o is practicing athletic training within the scope of that certification. Effective July 1, 2015, licensure is required for all practicing athletic training in this state.

Construction Contractors: (SB193) Effective January 1, 2015, contractor bonding requirements increase to the following: General contractor: $25,000 General contractor with residential contractor endorsement who performs exclusively residential work: $20,000 Mechanical or specialty contractor: $10,000 Home inspector: $10,000 Contractor whose work on one project with an aggregate contract price of $10,000 or less, including all labor, materials, and other items, when the work is not part of a larger or major operation or otherwise divided into contracts of less than $10,000 to evade a higher bonding requirement: $5,000

Real Estate Appraisers: (SB129) Effective July 1, 2015, the state has adopted the standards set by the federal Appraiser Qualifications Board as authorized by FIRREA and the Dodd-Frank Act amendments to Title XI. This information can be found in SB129, as well as at www.asc.gov. A handout explaining the differences will also be posted to the program's web page.

Guide-Outfitters: (SB190) Once the Big Game Commercial Services Board adopts regulations clarifying the process, Registered Guide-Outfitters may delegate certain duties to unlicensed personnel for training purposes. This law is in effect September 18, 2014.
