ORDER AND NOTICE ALLOWING THE PLAINTIFF TO PROCEED WITHOUT PREPAYMENT OF COSTS AND FEES The plaintiff's application to proceed without prepayment of costs and fees has been referred to the undersigned United States Magistrate Judge. It is hereby ORDERED that the application to proceed without prepayment of costs and fees is GRANTED. The plaintiff is hereby permitted to proceed without prepayment of costs and fees or the necessity of giving security therefor. The Clerk of the Court shall issue the summonses. The plaintiff shall serve the summonses and complaint pursuant to Rule 4, Federal Rules of Civil Procedure. The United States Marshals Service shall serve the summonses and complaint pursuant to Rule 4, Federal Rules of Civil Procedure.

It is further ORDERED and NOTICED that the recovery, if any, obtained in this action shall be paid to the Clerk of the Court, who shall pay therefrom all unpaid costs and fees taxed against the plaintiff and pay the balance to the plaintiff and his/her attorney, if any. The Clerk of Court is directed to send a copy of this Order to the plaintiff, counsel of record, and the United States Marshals Service, if appropriate.
