United States, No. 05-168L, slip op. (Fed. Cl. Oct. 2, 2006) (Weise, J.). The Casitas decision addresses certain issues that are pending before the Court in this case, including the availability of a defense under the sovereign acts doctrine to a breach of contract claim involving a federal reclamation contract and compliance with the Endangered Species Act.
