Modular Headstart Units
Dear Ms. Henry, _
PC&M Construction Company, Inc. (PC&M`) hereby requests a contract time extension
up to March I, 2000 to complete the entire order for modular headstart units.
PC&M cites the following elements, program changes and/or transportation delays, but
not limited to:
l. At the outset of the order, all circulated bid (Chapter/User initiated)
documents had to be re-drawn on l/8” scale.
2. All new drawings were re-presented to the Chapter/Use and rnodiied prior to
factory productions.
3. During the early production of the Fort Deiance unit, the Chapter requested
Indian Health Service/OHice of Environmental Health (IHS/OEI-I) all floor
plans for code compliance.
4. Four weeks of production delays were caused waiting for IHS/OEH to review
the plans. There were many changes and additional funds were authorized by
the Owner and direct payments made to the factory.
5. Some Chapter/User expressed concern for continued floor plan changes,
increased sized and/or addition of equipment all causing delays at certain
production points.

6 As of December 9, 1999, the unit for Wide Ruins doubled in size causing the
Transportation & Community Development Committee (TCDC) to authorize
additional ($191,000.00) funds. _
7. Four (4) Chapter/User still do not have a firm selection on site location for us
to install the concrete footing. We have been calling, warning and being
turned away from performing our concrete work. We want our concrete to
cure 30 days prior to delivery and set-up weight.
ln the interim, we wish to report eight (8) units have been delivered and are in final stages
of set-up.
With the exception of Dine“ College and Hogtrack, oi ua ether units have nc
immediate service for water and sewer service lines anywhere nearby.
PC&M has completed concrete footings at Pinon, Shonto and Many Farms.
( Currently, Eve (5) more units are in various stages of factory production. Due to
unexpected cold and icy weather conditions in west Texas, some completed units are
stranded along the interstate highway ii·om its point of origin. Please understand that we
are not causing deliberate delays in the production and delivery of these units. We are
making vigorous efforts to get them to the designated sites. i
In closing. we request your help to determine if some units are to be re-assigned to other
Chapter locations.
