No. 08-133 C (Filed: March 7, 2008) ******************************************* GLOBAL COMPUTER ENTERPRISES, INC., * * Plaintiff, * * v. * * THE UNITED STATES, * * Defendant, * * and * * QSS GROUP, INC., * * Defendant-Intervenor. * ******************************************* ORDER Plaintiff filed a bid protest Complaint and a Motion for Preliminary Injunction and Application for Temporary Restraining Order on March 6, 2008. On March 7, 2008, the court held an initial status conference pursuant to Appendix C of the Rules of the United States Court of Federal Claims ("RCFC"). Participating in the telephone status conference were Jonathan J. Frankel for plaintiff; William Rayel for defendant; J. Scott Hommer, III for defendant-intervenor; and Timothy Chenault for the contracting agency-the United States Coast Guard. Defendant informed the court that it would not agree to a work stoppage order. Accordingly, because it is necessary for the court to rule on Plaintiff's Motion for Preliminary Injunction and Application for Temporary Restraining Order as soon as practicable, the parties agreed as follows: 1. Defendant shall file the administrative record no later than 5:00 p.m. on Friday, March 14, 2008. As discussed at the status conference, defendant shall file the administrative record on CD-ROM. Additionally, defendant shall provide to chambers two copies of the CD-ROM, as well as two bound courtesy copies of the administrative record by the same deadline.

2. The parties represented the need for a protective order in this case. The parties shall file the appropriate motion for entry of a protective order, together with a proposed protective order, pursuant to RCFC App. C, as soon as possible. 3. Defendant and defendant-intervenor shall file their respective oppositions to plaintiff's motion no later than Monday, March 17, 2008, and shall provide two courtesy copies of their briefs to chambers by the same deadline. 4. Plaintiff shall file its reply to plaintiff's and defendant-intervenor's oppositions no later than Monday, March 24, 2008, and shall provide two courtesy copies of its brief to chambers by the same deadline. 5. The court will hear argument on Wednesday, March 26, 2008, at 2:00 p.m., at the Howard T. Markey National Courts Building, 717 Madison Place, NW, Washington, DC. IT IS SO ORDERED.
