Mr. J. Scott Hommer, III, Mr. Keir X. Bancroft, Mr. Patrick R. Quigley, Mr. Peter A. Riesen, and Mr. William L. Walsh, Jr. are members of the bar of the United States Court of Federal Claims, function solely as legal counsel for defendant-intervenor, and are not involved in competitive decision-making. Under the protective order, section II.3, legal counsel for a party to the lawsuit is permitted access to the protected information covered by the protective order. Therefore, the applications of Messrs. Hommer, Bancroft, Quigley, Riesen, and Walsh are GRANTED. IT IS SO ORDERED.
