1. 1 am a Special Agent with thc Unitcd Statos Dcpartmcnt of Homcland Sccu 'ty, Bmau of Immigration & Customs Enforcement (ICE), Dover, Delaware. 1have been employed as a ecial Agent since October 1, 1997, when 1 was employed by the Immigration and Naturalimtion Se ice ( S . M ) The MS was trimsferred to the U.S. Department of Hoineland Security as the Bureau o . Immigration & Customs Enforcement in March 2003.

2. This investigation is based on information provided by State of Delaware go rnlnent agencies, MSIICE records, and my own observations and interviews.
