months; that a further report of the assessor has been filed and is approved; that the adoption is in the best interest of the minor being adopted; that the accountings, as required, have been filed, reviewed and approved; and that the minor is an adopted person as defined in Section 3107.39 or 3107.45 of the Revised Code.
