STANDING ORDER

Effective August 1, 2002, the court adopts electronic case filing consistent with technical standards, if any, that the Judicial Conference of the United States establishes. The Clerk shall establish procedures for electronic document filing, service of pleadings and orders, and issuance of notices and otherwise specify practices and procedures for electronic case management as set forth in the current Electronic Case Filing Administrative Procedures Manual (APM) found at www.kyeb.uscourts.gov. When a document is filed electronically by a Filing User, the Court's ECF system will generate a "Notice of Electronic Filing," which will be transmitted by e-mail to the filer and all parties who have consented in writing to electronic service. If the recipient is a registered participant in the court's ECF System, the e-mailing of the "Notice of Electronic Filing" shall constitute service of the pleading, paper, order or notice. A party who is not a registered participant of the court's ECF System is entitled to service of a paper copy of any electronically filed pleading or paper. The filing party must therefore provide the non-registered party with the pleading or paper according to the Federal Rules of Bankruptcy Procedure. Service of process by electronic means is not authorized. To the extent any provisions of this Court's local rules of procedure come into conflict with the terms of this order or the APM, then the terms of the order and the APM shall govern.
