The claims against Governor Row land and Commissioner Kirk are barred by t he doct rine of legislative immunit y and are dismissed. The claims f or prospect ive injunct ive relief are not w it hin the scope of the Ex Part e Young except ion t o sovereign immunit y and are theref ore barred by the Elevent h Amendment .
