With the exception of Ms. Connie Kiser, witnesses residing outside the Washington, D.C. area may testify via video conference at a private location of their choosing; the parties shall ensure that any exhibits to be reviewed by those witnesses as part of their testimony are the same as those in the record and will be available at the remote location in a form mutually acceptable to both parties. Ms. Kiser and witnesses in the Washington, D.C. area, shall appear in person before the court. IT IS SO ORDERED.
