18 Mondragon-Martell. This case had been referred from the Federal Public Defenders 19 Office in Yuma. Undersigned counsel visited Mr. Mondragon-Martell at 20 Correctional Corporation of America in Florence (CCA), Arizona on the afternoon 21 of July 11, 2006. Undersigned counsel had represented Mr. Mondragon-Martell in 22 a prior case and was also assigned to handle the violation of supervised release matter 23 before this court. 24 At CCA Mr. Mondragon-Martell refused to talk with undersigned 25 26 counsel or indeed to even respond to inquiries. Thus, it is impossible for undersigned 27 counsel to be able to prepare Mr. Mondragon-Martell's case in an effective manner. 28
