COMES NOW PROBATION OFFICER B. Pamela Seider presenting an official report_on Rory
Vincent Palma who was committed to the Bureau of Prisons on September 29, 2003, by the Honorable
Frederick J. Marione presiding in the District Court of Arizona. A 36 month period of supervised release
was imposed, and supervision commenced upon the offender's discharge from imprisonment on July
26, 2004, concurrent to the supervised release imposed in 03CR00'/37. ln addition to the general terms
and conditions adopted by the court, the offender was ordered to comply with the following special
conditions:
1. You shall participate as instructed by the probation officer in a program of substance abuse
treatment which may include testing for substance abuse. You shall contribute to the cost of
treatment in an amount to be determined by the probation officer.
2. You shall submit to search of person, property, vehicles, business, and residence to be conducted
in a reasonable manner and at a reasonable time by, or at the direction of, the probation officer.
3. You shall participate in a mental health program as directed by the probation officer which may
include taking prescribed medication. You shall contribute to the cost oftreatment in an amount
· to be determined by the probation officer.
4. You are prohibited from owning, maintaining or using a firearm.
5. You shall not be involved with gang activity, possess any gang paraphernalia or associate with
any person affiliated with a gang.
Rory Vincent Palma was convicted of Unlawful Possession of a Firearm, in violation of 18 USC
§922(g)(9) and 924(a)(1), a Class C felony.

r On May 18, 2006, Palma was indicted by Maricopa County Superior Court for Misconduct
Involving a Weapon, a Class 4 felon i g{i§l5lli§ii·£l:bl'dARS 13-3102A.4. According to Mesa Police
Report2006—1291090, Palma was séwg §i§rbiT@ i&S~Zlblation. Palma was questioned about
his moving about inside the car, which was"o d by police. Under the passenger seat on
Palma's Arizona ID card was a Glock 19 handgun, with a round in the chamber. An additional 15
bullets were loaded in the magazine. A check ofthe serial number, unveiled the gun was stolen.

conviction. Palma replied in the affirmative. He was arrested and is currently in custody. A
Grade A violation. §7B1.1(a)(1).
B. Violation of Special Condition #4: "You are prohibited from owning, maintaining or using
a firearm."
On lx/lay 9, 2006, Palma admitted to Mesa Police, he was in possession of a Glock 19 handgun,
with a loaded round in the chamber and an additional 14 bullets in the magazine. A Grade C
· violation. §7B1.1(a)(3).
AFFIDAVIT AND PETITION PRAYING THAT THE COURT WILL ORDER A WARRANT BE ISSUED
In conformance with the provision of 28 U.S.C. § 1746, I declare, under penalty of perjury, that the
foregoing is true and correct to the best of my knowledge. Based on the information presented that the
offender has violated conditions of supervision, I am petitioning the Court to issue a warrant.
