The United States respectfully submits the following information regarding programs offered by the Bureau of Prisons to address the needs of mentally ill offenders, as it may impact on the Court's decision regarding disposition in this case. The information was furnished by representatives of the Bureau of Prisons. Memorandum Regarding Bureau of Prisons Programs for Mentally Ill Offenders

The AXIS II Program - USMCFP Springfield The AXIS II program was designed and implemented to manage and treat high security inmates with Axis II personality disorders. The program seeks to reduce self-injurious, aggressive and disruptive behaviors, teach new skills for managing impulses and emotions, and improve relationships with staff and inmates. The 12 month program utilizes Dialectical Behavior Therapy, with modifications appropriate for a correctional environment.

The Habilitation Program - FCI Butner The Habilitation Program serves high security, low functioning inmates who cannot adapt to a penitentiary environment. Candidates for the program are special need inmates at risk for

1 victimization in a penitentiary environment (e.g., mentally ill, mentally retarded, meek/non2 assertive, notorious/public profile cases). The 12-18 month program consists of

3 psychoeducational and cognitive-behavioral interventions offered in three stages and settings. 4 Treatment is initially offered in a residential treatment unit. After completion of this intensive 5 phase of treatment, offenders are transferred to a general population unit at the treating 6 institution and then, in the final stage of treatment, to a general population unit at a mainline 7 medium security institution. 8 9 The Skills Program - FCI Coleman 10 The Skills Program is a residential treatment program designed to improve the institutional 11 adjustment of inmates who have intellectual, neurological, and/or social skills deficits which 12 adversely impact their ability to function in a general population institution. This 12 month 13 program offers a series of evidence-based interventions, including psychoeducation, cognitive 14 rehabilitation, social skills training, and components of dialectical behavior therapy. 15 16 Step Down Units - FCI Butner 17 Step Down Units were designed to provide an intermediate level of care for the Bureau's 18 mentally ill inmates. Candidates for placement in Step Down Units include inmates who have 19 recently completed a course of inpatient mental health treatment at one of the Bureau's Medical 20 Referral Centers and inmates who exhibit signs of decompensation which, without intervention, 21 may lead to the need for inpatient hospitalization. These Step Down Units offer a series of 22 evidenced-based psychological and psychiatric services for mentally ill inmates. 23 24 Challenge Programs - USP Florence, USP Terre Haute, USP Lewisburg, USP Pollock 25 Challenge Programs are co-occurring disorder treatment programs located in the Bureau's 26 penitentiaries. These residential programs offer services to inmates with a history of substance 27 abuse and/or mental illness. Inmates who successfully complete these 9-12 month intensive, 28
