Electric Rate Stabilization Property Notice
The Department of Assessments and Taxation has established and maintains a public system of records for electric companies and secured parties to file Rate Stabilization Property Notices pursuant to Chapter 5 of the Laws of Maryland 2006, Emergency Session. Once the filings are made, the Department shall make available to the public via the agency's website document images of the notices filed. The Rate Stabilization Property Notice (RSN-1) filed by electric companies and secured parties for the securization of the recovery of rate stabilization costs for transitioning residential customers from capped generation rates to market-based rates is shown here. The form may be completed on-line but must be submitted by hand delivery to the Charter Section of the Department in the public service room on the 8th Floor at 301 West Preston Street, Baltimore, Maryland 21201.

INSTRUCTIONS FOR FORM RSN-1 RATE STABILIZATION PROPERTY NOTICE
ITEM 1 ASSIGNOR OR GRANTOR: Insert the exact legal name and address of the assignor or grantor by which this notice shall be indexed and retrieved. ITEM 2 ASSIGNEE OR FINANCING PARTY: Insert the exact legal name and address of the assignee or financing party by which this notice shall also be indexed and retrieved. ITEM 3 TYPE OF FILING: The person submitting the Rate Stabilization Property Notice must check whether it is a new filing or a supplemental filing. If it is a new filing, check the appropriate box as to its purpose. A new filing must be made every time there is an addition of a financing party. If it is a supplemental filing, the file number of the earlier filing being affected must be inserted on the line provided. In addition, check the appropriate box indicating the purpose of the supplemental filing. If a supplemental filing is an amendment or correction, enter the purpose of the amendment or correction. ITEM 4 RECOVERY AUTHORIZED UNDER QUALIFIED RATE ORDER: The filing party must check the appropriate box indicating whether the recovery is for the whole or a portion of the amount permitted under the Qualified Rate Order. ITEM 5 PUBLIC SERVICE COMMISSION QUALIFIED RATE ORDER NUMBER AND CASE NUMBER: The exact Rate Order number and Case Number issued by the Maryland Public Service Commission to approve the Rate Stabilization Charges must be included as these numbers are another index for retaining and retrieving this Rate Stabilization Property Notice.
