The above-described articles are to be laden as stated above transferred *Items 14 and 15 not required in cases where supplies consist of lubricating and fuel oils for operation of vessel. Items 14, 15, and 16 not required if drawback on a single lading is less than $25. to a foreign-trade zone for the sole purpose of exportation, destruction (except distilled spirits, wines, and fermented malt liquors), or storage and are not 17.
