INSTRUCTIONS: The following instructions will guide you through the process of installing your digital certificate. Subscribers will be required to have a valid certificate before they can use the COURTS on-line website. These instructions are designed for use with version 6.0 of Internet Explorer.

Internet Browser Requirements: To find out what version your Internet browser is, Open your browser Go to HELP and click ABOUT INTERNET EXPLORER We strongly recommend that you use Microsoft Internet Explorer v. 6.0.2 DO NOT UPGRADE TO v. 7.0 Microsoft Internet Explorer (http://www.microsoft.com/windows/ie/defaul t.htm) In order for you to use the decision template functionality of COURTS on-line, you need to have Adobe ReaderTM software installed (version 5.0 or higher). If using version 6.0, make sure it is version 6.0.1. This software is available for free at the Adobe website: www.adobe.com. If you already have Adobe Reader installed but you need to upgrade your Internet browser, you will be required to re-install Adobe Reader after you upgrade the browser.

A Digital Certificate, sometimes called a digital ID, is a file on your computer that identifies who you are. Some software applications use this file to verify your identity. Go to the State of New Jersey BLUE Digital Certificate Center website to register and pick up your digital certificate https://pkice.state.nj.us/blue
(Don't forget the "s" in https)

Your certificate will now be generated and installed on your computer's hard drive. Step 2: Installing the Root Certificate Authority (Root CA) A Root Certificate Authority has to exist in your browser to send signed and encrypted email. This is also required to verify your certificate. After your digital certificate is successfully installed, you will get a Congratulations page. Return to https://pkice.state.nj.us/blue or click on the link at bottom of the Congratulations page for "Digital Certificate Center" Once you are back on the Digital Certificate Center page, select INSTALL CA A File Download dialog box will appear. Select "Open File from Current Location" and then "OK". A Certificate Dialog box will appear. Select "install certificate". The Certificate Manager Import Wizard will appear. Accept all the default selections and continue clicking on "Next" and then "Finish". You may next get a "Root Certificate Store" screen asking if you want to ADD the following certificate to the Root Store? Click YES

Data Sheet Please complete and retain for your records. You will be asked to provide this data after one year so that your certificate can be renewed The Shared Secret is the 12-digit number mailed to you from the Division. ___________________________ The Challenge Phrase is a password you create and use when you want to manage your Digital ID. The Challenge Phrase protects you from unauthorized management of your Digital ID. The Challenge Phrase can be one or more words, but it cannot include any punctuation. Do not forget this phrase. ___________________________

Read the Certificate Policy and the Certificate Practices Statement before applying for, accepting, or using a Digital Certificate. Use of the digital certificate will constitute acceptance of this policy. Select ENROLL The Enrollment Form will appear. Complete all the fields including the Shared Secret and the Challenge Phrase. The Shared Secret has been printed in the letter sent to you from the Division. You must key in the information exactly as it appears in this letter. Click on the link for Subscriber Agreement. Read agreement before proceeding. Use of the digital certificate will constitute acceptance of this policy. ** Verify that the information submitted is correct. If correct, select SUBMIT. You may next get a "Private Exchange Key" screen, Click OK.

There are two essential steps that you must complete before participating in COURTS on-line: Installing the Digital Certificate Installing the Root Certificate Authority (Trust Root Certificate Authority) Step 1: Installing your Digital Certificate (Digital ID)

You will receive a message "The Import was successful". Step 3: To verify if your Digital Certificate and/or your Certificate Authorities have been properly installed To verify that your Digital Certificate has been loaded On your browser, go to "Tools" and select "Internet Options" Select "Content". Under section called Certificates select "Certificates" and then "Personal". Your certificate should be listed in the box. You can see its properties by clicking on "View". If The Certificate does not appear please contact the COURTS Technical Support Team To view the Certificate Authorities on your hard drive On your browser, go to "Tools" and select "Internet Options" Select "Content". Under section called Certificates select "Certificates" and then "Trusted Root Certificate Authorities". "New Jersey State Government Root CA" should appear in the list. Click on "View" if you wish to see the properties. Step 4: Now you're ready to log on to COURTS on-line! You are now ready to log onto COURTS online. Type in the following URL: https://courts.dol.state.nj.us

to select the certificate you wish to use when connecting to COURTS on-line. Highlight your certificate and then hit OK. Our server will then verify your identity from the digital certificate residing on your hard drive. You will next be prompted by Certificate of Confidentiality. In order to proceed further, you will have to click on "I Agree". You are now officially in COURTS online. The program is intuitive and easy to use. We encourage you to explore the site to learn more about its capabilities.
