DECLARATION OF BRUC E. MUI. JR.
Bruce E. Mulrine, Ir., being first duly swom, deposes and says that:
I. I nm e Lieotemt with the Wilmington Police Depaxtment and am assigned to its
Hnxnan Relations Deperhznent. I em fmnilisr with the Depm·ttnent’s requirements for continuing
police training.
2. The Council on Police Training ("COPT") requires a minimum of 16 hours per
year in training for police officers aher they have geduoted from the Police Academy. OEco1‘s
cen choose from a variety of approved courses, many of which ere offered by the Delaware State
Police. The Human Relations Department reviews each ofizicefs records to ensure that the
otiicer has sotisiied the 16 hour minimmn.
3. In addition to the minimum 16 houxs of additional annual txaining, each o§ccr is
required to qualify with his or her weapon n minimum of three times a year at the police range.
By "qealify" I mean that the oiiicer is required to achieve a minimntn score. Two of these
qualification shoots are day shoots and the other is n nigh shoot. As part of the shooting

quelifroerion ofrloere are instmoted ou the appropriate circumstances for the use of deadly force.
Some oiécers, such as SWAT team members, are required to qualify more frequently.
4. lu addition to the required 16 hours of continuing education, each officer ie
required to attend a legal update which is presented by the Wilmington City Solicitofs ofiicers.
This update r eviews existing lows and provides information on c haogee in the laws effecting
police oliieere.
