On May 24, 2007, Chief Magistrate Judge James Larson issued a Report and Recommendation 10 [Docket No. 5] recommending that the plaintiff's request to proceed in forma pauperis [Docket No. 2] 11 be DENIED and that the complaint be DISMISSED with prejudice.
