Pursuant to 28 U.S.C. § 1746, Walter G. West affirms under penalty of perjury:

1. I am over 18 years old, under no disability and if called to

testify, I could competently testify to the following.

2. I am one of the named Plaintiffs in this lawsuit. I am
2 5
_ familiar with the issues raised in the complaint and with the decision of the Court
2 6
on Plaintiffs’ motion for summary judgment and Defendants’ motion to dismiss.

1 3. I worked for the Garrett Corporation, Signal Companies,
2 Inc. and AlliedSignal, Inc. from on or about January I, 1960 until I retired on or
3 about September 29, 1995 when I was 59 years old.
4 4. I am a member ofthe Class and I am also a member of
5 subclass A because the calculation of my minimum benefits under the Signal
6 Retirement Plan without an SBA Offset would have resulted in a higher benefit
7 than the benefit I am receiving. I am a member of Subclass B because I had over
B 35 years of credited service under the Plan and my retirement benefits were
9 calculated without a fractional reduction in the SBA Offset. I am also a member
l0 of Subclass D because I had administrative expenses deducted fiom my Secured
1 1 Benefit Plan benefits
12 5. I am firmly committed to seeing this matter come to a
13 conclusion through the Court proceedings and doing whatever I can to help pursue
14 the claims that are asserted in this lawsuit.
15 6. l would like this matter concluded in a fair, efficient and
1 6 speedy manner that protects the interests of each member of the proposed class and
17 subclasses.
16 7. Because I am retired, I am on a fixed income. If this action
19 were not prosecuted as part of a group effort to obtain benefits, it would be difficult
2 0 for me to undertake a lawsuit such as this on my own.
2 1 8. I do not have any interest in the lawsuit that is antagonistic
2 2 or in conflict with the interests of any of the other putative class members.
23 l 9. I am willing and able to serve as a class representative for
24 the proposed class and subclasses in this case and to represent the interests ofthe
2 5 entire putative class and subclasses.
