DUTY TO AVOID UNNECESSARY COST OF SERVICE OF SUMMONS
little 4 ofthe Federal Rules 0l`C`ivil Procedure requires certain parties to cooperate itt saving

United States, who, after being notified ofan action attd asked to waive service ot`sttmmons
on behall` ol` a plaintiff located in the US, fails to do so will be required to bear the cost ot

lt is not good cause for a Failure to waive service that a party believes that the complaint is
