On 02—16~0O this officer was contacted by Clinton Perry. Perry _ i
was concerned regarding a motor vehicle stop conducted by P/O E
Clark on O2—15-00. Perry stated‘Ehat P/O Clark stopped Perry on 1 I
Salmon Brook Street and issued a written warning for an emissions
violation and a verbal warning for a seat belt violation. \
Perry stated that he had no problem with the emissions warning. l
He was however, upset over what he perceived as P/O Clark’s I
threatening demeanor during the contact. This specifically·dealt E i
with a comment regarding the wearing of seal belts and “I'll be i
looking for you".
Perry stated that he has had multiple contacts with officers from i
this department and never had the same concern of a threat, E
despite receiving previous warnings and tickets. Perry felt that i i
P/O Clark should be counseled regarding comments to the public. }
At approximately 15:13 hours on O2-16~OO this officer spoke with y .5 i
P/O Clark regarding the above. P/O Clark stated that he had not 9 `
made the comment cited by Perry but instead had informed Perry ` E
that P/O Clark would be conductingqseat belt_checks in the next §
week so Perry should wear his seat belt. §
P/O Clark was advised that this was the third instance wherein a E
person had contacted the department in regards to P/Q Clark’sy __ H _H_-i _
demeanor during a traffic stop. P/O Clark was directed to follow jl =
the instructions on the cover of the Infraction Complaint and ·§ 2
Misdemeanor Summons books on how to initiate contact with a . :_. i ‘
motorist and to avoid ancillary conversation. It was also § {
suggested that P/O Clark think of the impact of any comments from - E Q
the perspective of the motorist. ‘ ”£; _

P/O Clark was reminded that a vehicle stop is a time of angst for
the motorist and therefore the motorist may easilylmisconstrue — N
` comments. »
I _ P/O Clark was- advised that the number and quality of his motor n
vehicle enforcement was excellent and that he should not decreases . ‘ `
` his actions based on this counseling session. P/O Clark · 5
expressed his concern that by the nature of the stop he might ` ‘
receive negative comments from contacts. This officer agreed o
with that statement but reinforced that if the manner of delivery
is professional without ancilla*r$r"’c:€>mments-then it is an easy
matter to respond to complaints about the level of enforcement y
